should we be charging Vat on overseas conference delegates


Hello
We are a small company that runs regular conference events in the UK
My question is if someone from an overseas company sends someone to one of our events should we charge them VAT.
Does this differ with EU and Non EU customers
We used to base it on where the service was delivered ie if in the UK then they pay VAT
However it has recently been brought to our attention that this may have changed in January.
I have tried the VAT help line and the online resources at customs and excise without success so any help on this greatly appreciated

The rules for trading and VAT within the EU changed in January 2010. Basically it's to do with where the service is provided and this is also based on what the service is.
