CIS VAT zero rated projects

Hi, working as subcontractor and my contractor informed me that I have to invoice him with ZERO VAT as his new project is ZERO RATED PROJECT.

He is not developer (he works for them)

I have checked VAT Notice 700 and in one sections it says:

17.4 Subcontractors accepting certificates

If youre a contractor working to a main contractor, you should not be issued with a certificate. You must always standard rate your supply when working on a certificated building.

Any idea how I should invoice my contractor?

As per my understanding it should be with standard VAT.

Thank you for help.

You do not say what type of project it is, is it a new build?

Apart from certain professional services as well as carpet fitting which would be standard rated then any other services related to the construction of a dwelling would be zero rated, they would also be under the DRC.
