No payroll scheme


 

Morning all

New client Ltd Co with one director/shareholder (different client from my other query on VAT) I just got the handover of paperwork through from the previous accountants and the SA from 2018/2019 shows that my client had employment income from the Company well above the LEL so I assumed that a payroll scheme must be in place, I had asked for any payroll information in my PC letter but nothing was sent to me, I emailed them again and it seems that they did not run payroll for the Co they had only took the salary figures from Co bank statements, I asked my client if they were running it and they said no they thought their accountants dealt with this, anyway seeing as we are nearing the end of 2019/2020 tax year and no payroll has been set up I have now applied for it on behalf of my client, the problem is that my client is out of the country and she does expect to back until the end of March but with all that is going on with the virus then this is not a certainty so I have no one to pass the codes on to me to enable me to submit payroll before the April 5th deadline.

If I was to submit the payroll late because of this would HMRC still allow it to count for the 2019/2020 tax year?  

Any help appreciated as always

Cannot recall what software you use, but you don't need to be their agent to file in mine (thought that was true of all), but I'm assuming you mean their employer codes?

Is she able to phone HMRC? They might, small possibility but given said circumstances, give her the codes over the phone.

Failing that I would ring HMRC and check if you can do an Earlier Year update, the only reason I say check is because you didn't have any data in what will become the earlier year, so strictly speaking it might not fall under the usual rules of what is classed as an update. Better still, check with your payroll provider if it's do-able, assumin your software has the ability to do it in the first instance.

Out of interest what payroll reference number was included on the self assessment?

No payslips/P60.....both client and prior Accountant both of the 'there or there abouts' variety.

Hi Doug

If the employment income is showing on the SA that section must have been filled out. As Joanne has asked, what is the payroll reference showing there?  If there isn't a scheme in place then that has to negligence on the part of the accountants, you can't just take a payroll figure off the bank statement off the bank account and complete the employment section, goes way beyond the there or thereabouts in my opinion.  Is there any tax/NI considerations?

Ask your client to ring Employers Helpline (you could be lucky if you do it yourself and get a decent person at the other end, I've been successful in the past) and ask for the employer codes.

Hi both

Yes I am talking about employer codes, employment pages on the SA just showed the Company name as the employer and 'NON' in the PAYE tax ref and then the payment of circa £7k

As I have only been doing Director PAYE until recently I have been using the HMRC payroll which is rubbish to be honest but it has served its purpose, now got some clients employing people I want to move over to Moneysoft but was waiting for the start of the new tax year, I am waiting to hear back from the client as I am sure they previously mentioned that they lived with a flatmate so maybe they could open the post, I was just looking at worst case scenario if the client is not back in the UK by 5th April, I think I will give the employer helpline a ring on Monday and see what they say and go from there, it is hard for the client to ring because of timezones but if it comes to it she may have to.

Ah well - you can at least do Earlier Year updates via HMRC PAYE, so your plan to move to Moneysoft need not be advanced. Hope you get it sorted. Ive found even Sage are taking a practical view- got agreement to copying Sage Essentials (which is done via download ) on to a laptop without having to pay for an extra user on the basis that its a temporary fix due to Covid-19. So if Sage can help, Im sure HMRC can!

 Phoned the employer helpline myself and after twice getting told they were too busy and hung up on me finally got through after a 30min wait which to be quite honest I didn't mind considering the amount of calls they must be receiving as of late and spoke to some guy who was great, gave me the codes as I was the one who set up the scheme on behalf of the client, so happy give credit where due and well done to HMRC for seeing sense in the current situation.

Ah great, I had a feeling they might have done, but it does depend on who answers the phone.
